Point the motor instead of the fins
A fin only steers a rocket once it's already moving fast enough to push back against the air, but tilting the motor works from the moment it lights.

It is a loop, not a moving nozzle
A gimbal by itself does nothing: it still needs something to measure which way the rocket is pointing, decide a correction, and move fast enough to make it before the vehicle has already moved on.

There's no drawings or repository for this one and it never got built, while the sibling reaction wheel project went further.
